Optional VOD encoding on upload

VOD upload init now honors auto_encoding: false so you can land a source file in storage without starting automatic transcoding. When encoding is skipped, Lookup Video typically shows renditions: null until you encode later; the same flag works on Create Video (ajax/curl) and on multipart initiate.
